Non-EU relatives of Europeans: the EX-19 card in Girona

Married to an EU citizen living in Girona, or their partner, child or dependent parent, with a non-EU passport? Form EX-19 is your application, for a Union family member’s card. Relatives of Spaniards follow a route of their own.

Who it covers

  • Your spouse
  • A partner in a registered partnership, or in a stable relationship that you can prove
  • Children younger than 21, and older children who are dependent
  • Dependent parents, whether the European’s own or those of their spouse or partner

Family of a Spanish citizen

This guide is not for you. Since the 2025 reform of Spain’s immigration regulation, the relatives of Spanish nationals apply for a residence authorisation designed for them, as familiar de ciudadano español, and no longer for the EU family card. Tell us your case before you book: the form and the office differ.

The European goes first

Your card rests on your relative’s registration. If the European has not registered as a resident yet, that green certificate is the first appointment, and yours comes after it.

The papers

  • Form EX-19, completed and signed
  • Your passport and one photocopy
  • Evidence of the family tie, such as a marriage certificate, a birth certificate or the partnership registration, legalised and translated where needed
  • The European’s green certificate and identity document
  • Proof that the European works, studies or has enough means, with health cover
  • Recent colour photographs
  • The Modelo 790 código 012, paid

Booking it in Girona

policia.es lists the régimen comunitario, the procedures governed by European rules, at the brigade’s office on C/ Rajolers 7, and the issue of TIE cards at C/ Santa Eugènia 145. No official page we have read says in so many words where an EX-19 is filed in Girona, so we will not guess. Choose the trámite for family members of EU citizens on the booking pages, Girona as the province, and the confirmation will tell you which street to go to.

While the card is made

This is a residence card with your photograph and fingerprints. Until it is ready, the receipt you are handed shows that your application is under way; keep it with your passport.

In Girona

Families with more than one passport are common across the province, from Girona and Salt to Figueres and the coastal towns. Girona lists the European procedures on C/ Rajolers and card issue on C/ Santa Eugènia; for an EX-19, book the trámite for EU family members and go where the confirmation sends you.

Questions

My wife is Dutch and I am Brazilian. Which form is mine?

The EX-19. Your wife registers first, on the EX-18, and your card then rests on her registration.

My partner and I never married. Does that rule me out?

Not necessarily. A registered partnership qualifies, and so can a stable relationship you are able to prove. Bring the registration, or the evidence of your life together.

My husband is British and I am German. Is he covered?

Yes. Since Brexit, a British relative of an EU citizen living here applies as a non-EU family member, on the EX-19.

I married a Spaniard. Do I still file an EX-19?

No. Since the 2025 reform, family members of a Spanish national hold a residence authorisation of their own rather than the EU card. Write to us before you book.

Will I be allowed to work with this card?

Yes: a Union citizen’s family member may take a job or work for themselves in Spain.
